The event is sponsored by the Dare County Arts Council. Louder Than a Bomb is a film about passion, competition, teamwork, and trust. It’s about the joy of being young, and the pain of growing up. The area that makes up the Outer Banks is separated from the mainland of North Carolina by a narrow strip of water.
